The local government of China’s Jiangsu Province has launched a new social control system that combines the health code program with the Party’s social credit system, to create a new so-called “civilization code.” The system gives each person a civilian score, which ranks them into different levels. And this level is then used by the government to judge who gets priority, or who should be subjected to restrictions or punishments.
The system appears to function as an expanded version of the social credit system. It’s being rolled out currently in Suzhou, which is a major city in the province, and will apply to everyone over 18 years old. Currently, it has two active categories to measure people by, based on a ranking system of 1,000 points.
