In a big GOP surprise, 24-year-old Madison Cawthorn won a recent North Carolina runoff election against a candidate endorsed by the president. Cawthorn won by 30 points and if he wins the primary in November, he’ll become the youngest member of Congress. But does his win represent a referendum on Trump for Republican voters?
