After Justice Antonin Scalia died in 2016, then-president Barack Obama submitted his Supreme Court nominee, and the Republican-controlled Senate did not allow hearings or a vote to take place. At the time, top Democrats, including Obama, argued that a president’s nomination should always be considered, no matter what year it is or which party is in charge of the Senate.
